The company, based in Daqing - China's largest petroleum production base - plans to raise net proceeds of about $35.6 million. It plans to spend $17.5 million setting up a concrete mixing plant and buying related equipment. The plant is expected to be operating by year-end. A further $10 million of the IPO proceeds will be spent on construction machinery. The balance will be used as working capital.

The IPO consists of 6,398,000 public-offer shares and 146,300,000 placement shares. All placement shares have been fully subscribed. The invitation shares are offered at a price-earnings ratio of 5.85 times based on FY2007 net earnings per share of 6.67 Singapore cents.

For instance, the group has been invited to tender for the Daqing airport and railway station projects. It is also looking at expanding into second-tier Chinese cities and overseas.

Demand for the company's services is expected to be fuelled mainly by rapid urban development in Daqing, the development of an industrial corridor, and government initiatives to attract more foreign investors to Daqing.

Sino Construction's executive chairman and chief executive Zhao Chuan Wen said: 'The past few years have seen rapid development in Daqing, with urbanisation driving demand for commercial and residential projects. The urbanisation phase is still in an early stage, so we feel that there are a lot of opportunities for construction companies like ourselves.'

The public offer closes on June 10 and trading of Sino Construction's shares is expected to start on June 12.

$1b contract for Sentosa IR awarded

RESORTS World At Sentosa on Wednesday awarded its biggest construction contract to date - a $1.05 billion deal to build three hotels.

The contract went to Kajima-Tiong Seng joint venture. The Japanese and local tie-up will build RWS' Hotel Michael, Maxims Residences and Festive Hotel, as well as the casino and the theatre.
This brings the total amount of contracts given out to $2 billion for the construction of the $6 billion integrated resort on Sentosa.

Mr Michael Chin, RWS' executive vice-president of projects said: 'This contract covers some of the key components of the development, and we were looking for a contractor with the relevant experience and reputation for completing projects on time. Kajima and Tiong Seng's track record, ranging from the Marina Bay Financial Centre (Phase I) to the St. Regis Singapore, speaks for itself.'

Giving a further update on the construction, Mr Chin said that the buildings can be seen rising from the ground within the next few months.

The foundation work for the roller coaster ride in its Universal Studios theme park will start in June or July.

The resort is on track to be completed for its soft opening in 2010.

Construction of Singapore's first Hard Rock Hotel to start in May

SINGAPORE: Construction of Singapore's first Hard Rock Hotel, which will be located at the upcoming Resorts World at Sentosa, will begin in May. The 360-room hotel is one of six to be developed, and fans and visitors will be grooving to it when the famous chain opens in 2010.

Together, the hotels will provide 1,800 rooms, but this may still not be enough. Elena Arabadjieva, Deputy Vice-President, Resort Marketing, Resorts World at Sentosa, said: "We have 15 million visitors projected for the first year of operation, out of which 60% will be from overseas. "

We will definitely have challenges accommodating all our guests. Therefore, we are working with the hotels on the island to forge out some partnership. "In the years to come, we are looking at different opportunities, from block booking part of the properties and other forms of partnership."

The S$346 million five-star hotel will have 20 conference rooms which are expected to be in high demand, especially the massive ballroom with no columns. This will be located at the basement of the Hard Rock Hotel and could take up to 7,300 people.

The Hard Rock Hotel chain has operations in the US and around the region, including Bali, Penang and Pattaya. Resorts World has been promoting its wide range of offerings in trade shows overseas.

It is expected to rev up its marketing activities in 2009 in Southeast and North Asia, Australia as well as Europe. The Hard Rock Hotel is part of the S$6 billion resort development. It is also the first of six hotels to begin construction work after the building contract was awarded to Low Keng Huat Limited.

The construction firm edged out two other bidders to secure the deal. Resorts World said Low Keng Huat was selected based on its proven track record and its expertise in building construction and property development, especially in the hospitality-related sectors.

This deal is the latest in a string of construction contracts amounting to over S$1 billion that have been awarded so far. - CNA/vm

Aussie firm inks $5b Marina Bay contract

AUSTRALIAN company Macquarie Global Property Advisers (MGPA) is investing $5 billion in an integrated commercial development in Marina Bay and looking for more investments in Singapore and the region.

MGPA's chief executive for Asia developments, Mr Michael Wilkinson, said at the development's signing ceremony yesterday that the company is optimistic about Singapore property.

Mr Simon Treacy, who heads the firm's Asia investments unit, agreed, saying: 'Fundamentals are great in the medium to long term.' He added that MGPA is keen to invest in Singapore's residential, retail and office sectors.

The $5 billion investment will be the private equity fund management firm's largest in South-east Asia although it has invested $4.5 billion in Singapore over the past 18 months.

'MGPA's participation is a demonstration of the growing interest from foreign real estate investors in Singapore,' said Minister of State for National Development Grace Fu at yesterday's signing ceremony for the project.

Ms Fu, the guest of honour, said the Government is committed to supplying adequate land for prime office developments. The new area at Marina Bay will provide about 2.82 million sq m of office space - more than twice the size of London's Canary Wharf, she said.

MGPA's Marina View development alone will yield about 200,000 sq m of space.

It had successfully tendered for the first 1.02ha Marina View site with a $2.02 billion bid last September.

The Australia-based firm then won the second 0.9ha site last November at a $950 million bid.
The first office building will be completed in 2011, and the second - which will boast a luxury hotel with at least 220 rooms - will be ready a year later.

Singapore's KSH wins $87 mln Sentosa condo project

SINGAPORE, March 12 (Reuters) - Construction firm KSH Holdings said on Wednesday that it has won a S$121 million ($87 million) contract to build a luxury condominium project on Singapore's Sentosa island.

The contract, awarded by joint venture developers Ho Bee and IOI Land, brings KSH's existing order book to over S$614 million, the company said in a statement.

KSH managing director Choo Chee Onn told Reuters in an interview last month that the firm is aiming to get S$350-S$400 million worth of contracts this year, lower than in 2007 as a construction boom cools amid fears of an economic downturn.

Tat Hong Q3 earnings up 20% to $21.2m

TAT Hong, the world's largest crane company, hoisted its third-quarter earnings by 20 per cent to $21.2 million, thanks to strong demand and better margins in all its key markets.

The earnings boost for the October-December 2007 quarter was achieved on the back of a 17 per cent increase in revenue to $157.9 million, from $135.3 million a year earlier.

On a year-to-date basis, the company lifted its earnings for its first nine months of FY08 by 65 per cent to $61.4 million, on the back of a 31 per cent rise in revenue to $456.2 million.

During the quarter, crane rental revenue contribution almost doubled due to higher rental rates, strong demand from Australia's resources sector, and higher contribution and rising utilisation rates from projects in Singapore, Malaysia and the Middle East.

As a result, gross profit margin increased from 30.5 per cent a year ago, to 39.6 per cent during the 3Q/FY08 period.

Gross profit was up 52 per cent to $62.6 million.

The only segment which saw a decline was equipment sales, which decreased 8 per cent from $78.9 million, to $72.7 million. The company attributed this to a delay in shipment of cranes.
On a segmental basis, gross profit from the flagship crane rental business more than doubled to $32.6 million during the quarter, from $16.2 million in 2006.

Roland Ng, Tat Hong's president and chief executive officer, sounded bullish on prospects for the company, going forward.

'The outlook for our industry is very positive,' he said. 'And this is particularly so for Asia in general, and Singapore in particular, which sits at the epicentre of this growth. We are in the right industry, in the right place, at the right time.'

He said construction demand in Singapore this year would surpass the previous high of $24.4 billion in 1997.

'And the strong growth we are seeing now will continue for the next three years.'

Meanwhile, the company is listing its 21 per cent held China subsidiary, Yongmao Holdings Ltd, here next week.

Mr Ng said investor reception to the IPO had been very good, given the strong prospects for the China- based company.

'Demand for tower cranes in China is outstripping supply,' Mr Ng said. 'And this demand will grow even more as that country's infrastructure needs, especially in the energy sector, intensifies.'

Yongmao launched its IPO offering of 115 million shares at 35 cents a piece on Jan 31. It will start trading on the Singapore Exchange on Feb 21.

BT understands that all placements shares have been fully subscribed.

Tat Hong's stake will be diluted to 15.7 per cent after the listing.

This is the second listing of a subsidiary by the Singapore-listed crane giant. In end-2005, it listed its Australian subsidiary Tutt Bryant, which has since grown to become one of the country's biggest and most successful crane companies through both organic growth andacquisitions.

Tat Hong's latest results boosted the company's earnings per share for the nine months to end December by 51 per cent to 12.13 cents.

Sembawang E&C bags $400m IR contract

SEMBAWANG Engineers and Constructors (SEC) has been awarded a $400 million contract by Marina Bay Sands Pte Ltd to build the Marina Bay Sands integrated resort's (IR) North Podium comprising the casino, theatres and retail arcade.

But with a construction period of just 15 months, pressure will already be on Singapore's biggest construction company to start work soonest possible.

Saying that the timeframe is 'pretty tight', SEC president and CEO Alwyn Bowden added: 'The Marina Bay Sands (MBS) North Podium is a fast-track project which will require our dedicated attention.'

In November 2007, SEC was also awarded a $463 million contract for architectural, civil and structural works at the Bayfront MRT station in Marina Bay.

Mr Bowden added: 'We are especially well placed to handle (the MBS) project as we are also constructing the new Downtown Line Bayfront MRT station in Marina Bay, which will connect directly to the resort's MICE (Meetings, Incentives, Conventions and Exhibitions) centre.'

The MBS project involves building the substructure and superstructure of the North Podium, and will have four upper levels and a four-storey basement.

Work is expected to start this month and is set for completion in April 2009.

Apart from maintaining a 24-hour construction site, fast-tracking construction will also require coordination with various parties involved who will invariably have inputs. Mr Bowden explained that they have to 'make sure changes do not impact on construction process'.

On the complexity of the project, and the possibility of delays, he said: 'We have tried to cover whatever eventuality that may arise.'

As far as equipment and building materials are concerned, Mr Bowden is confident that its supply chain management has sources and prices under control. 'We have not found materials to be a problem,' he added.

Mr Bowden could not say how many other construction companies had been in the running for the coveted contract, but he did say that there was 'an emphasis on price', when it came to bidding.

However, with construction company services in high demand at the moment, the days of 'razor- thin margins' are over.

Mr Bowden added: 'For construction companies, the volume (of work) means that one can look around and be a bit more choosy.'
